Purpose of use in article (WP:NFCC#8)	It will serve as a historical depiction of the Truro Borough Police as it existed in 1870. Very few images exist, and this image serves to show the uniform styles and strength in number of the police force.
Not replaceable with free media because (WP:NFCC#1)	No free illustrations could be found.
Minimal use (WP:NFCC#3)	It is a poor quality image that does not identify those depicted, and will add weight to the article without need for excessive explanation in words.
Respect for commercial opportunities (WP:NFCC#2)	The image is of persons long deceased, who served in a municipal police force in 19th Century England. By virtue of being police officers the persons depicted could not have made commercial gain from such a photograph.
