However, looking at this image side by side with File:Neufchateau, by Henry Ossawa Tanner.jpg shows the building and angle at which it is viewed are the same.

I am arbitrarily placing this as dating to about 1918, when Tanner painted the other version of Neufchateau. It certainly could have been painted earlier or later that the other painting. If this does turn out to be Tangiers (or artistic blending to make it Tangiers), then it could date to about 1912, when Tanner visited Morocco.
