Purpose of use in article (WP:NFCC#8)	The article's topics include country-by-country coverage of government stances toward military use of artificial intelligence. Putin's statement in 2017 that whoever leads in AI rules the world, referring to drone warfare and other military uses of AI, was widely covered in the mainstream press, and provides insight into Russia's stance.
Not replaceable with free media because (WP:NFCC#1)	An illustration would not have the historical accuracy of a screenshot of the real meeting
Minimal use (WP:NFCC#3)	The cropped image is so low-resolution that Putin can barely be made out. The plan is to use it only once in one Wikipedia article, which currently has no other nonfree images.
Respect for commercial opportunities (WP:NFCC#2)	The image is a cropped screenshot of a video, and would not serve a replacement purpose for people wishing to view the full video. FWIW the publisher made the video freely viewable on YouTube. Also FWIW YouTube did not show me any commercials during it, I don't know enough about YouTube but maybe that means it wasn't monetized on the platform.
