The complex has not been built and is currently under the early phases of construction. As such, it would not be possible to, for example, take a photo of the complex for donating to Wikipedia. Also, there are no known free alternatives. As such no replacement already exists, and no replacement can be made either. |

| Respect for commercial opportunities (WP:NFCC#2) |
The file has already been published by a local newspaper ("La Perla del Sur", see above under "Original publication") after the artistic rendering was obtained free-of-charge by the newspaper from the Ponce Municipal Government (PMG). (Note: I personally verified this with the PMG Legal Department.) It is to the Municipal Govt's political advantage that the rendering made be published by as many publishers as possible, as such publishers provide the government with free publicity about its achievements while in power. The PMG is not in the business of making money from the artistic rendering of planned capital projects, but in the business of staying in power by convincing its constituency that it is making progress in its efforts to provide its residents with the services -- such as this city park/sports complex -- that are ordinarily expected from a municipal government. By the Constitution of Puerto Rico, municipal governments cannot make a profit from the activities related to running the day-to-day operations of a municipal government, except if a related, officially-chartered public corporation is created. No public corporation has been (or will be) created to own, run, and profit from the operation of this sports complex. As such, the use of this file in Wikipedia won't harm any commercial opportunities of the PMG, for there will not be any commercial opportunities that by law the PMG can avail itself of. |
