Ce bâtiment de style néo-Renaissance allemande, teinté d'art nouveau, date de 1905, il a été conçu par les architectes Kuder et Müller de Strasbourg sous l'impulsion du maire de l'époque Xavier Nessel (1834-1905), archéologue et érudit.
