He lived until 2003 but was retired from politics by 1966 and thus out of public view.

Respect for commercial opportunities (WP:NFCC#2)	This photo was included in an academic work published in 1970 to illustrate the subject, the same purpose it will be used for here. Biha was important during his lifetime in Burundi (in 1950s and 1960s), but it is a small country and his likeness is of much less importance currently. It is not likely there is much commercial opportunity in reproducing his likeness.
