Low; unsuitable to use for high-end reproduction. Purpose of use Though this image may be subject to copyright, its use is covered by the U.S. fair use laws because:
- It illustrates an educational article about the character that is the subject of the article.
- The image is used as visual identification of a controversial issue within article, namely the exact location of a fictional village that is frequently misidentified in mainstream media. The sole way of confirming the fact accurately is through use of this panel in which the village is introduced.
- The image is from the historically significan.
- The use of the panel will not affect the value of the original work or limit the copyright holder's rights or ability to distribute the original. In particular, copies could not be used to make illegal copies of the overall page or of the comics magazine.
