May 17, 1899, the American Commission to the Peace Conference of The Hague met for the first time at the house of the American Minister, The Honorable Stanford Newel, the members in the order named in the instructions from the State Department being Andrew D. White, Seth Low, Stanford Newel, Captain Alfred T. Mahan of the United States Navy, Captain William Crozier of the United States Army, and Frederick W. Holls, Secretary. Mr. White.
