«Флаг Парфеньевского муниципального района представляет собой прямоугольное полотнище с отношением ширины к длине 2:3 разделённое на три неравных горизонтальных полосы — белую, голубую и зелёную; белая и голубая разделены линией образующей кресты; на фоне голубой и зелёной полос воспроизведена жёлтая стена с башней и расходящиеся от неё дорогами».
