He is wearing two Romanian state decorations: Order of the Crown of Romania, commander, awarded in November 1922. Order of the Star of Romania, commander, awarded in July 1928. The photo was published in July 1934, so it must have been taken between mid 1928 and early 1934.

I am Demeter Ritter von Tuschinski's great-grandson, Alexander. The photo was published in Pagini Juridice, he was the publisher and founder of the journal. I scanned it and adjusted the scan digitally. The photographer is anonymous. I can provide a higher resolution digital copy upon request.
