The starter handle allows the operator to pull out the starter cord to start the 2-stroke engine. A spring returns the handle to its original position. The handle must spring back snugly to its mount on the saw body, and not hang loose. A dangling starter cord could become entangled and cause the operator to lose control of the saw.
