The photo was taken in 1924 so the original photographer is dead (possibly, but not probably, for 70 years since publication, assuming the photo was published in 1924 which is likely). It's a small photo. Subject has been dead for 30+ years and there's no reason to believe that there's any significant interest in the subject such that significant commercial exploitation is likely. If there was, it would be far more to likely to involve pictures of the subject in his mature years, when he was better known.
Other information	The subject of the photograph has been deceased since: July 18, 1982 OK per WP:NFCI #10. Hosted on a non-profit web site so "press agency" exception is not in play. No xxx
