Map belongs to the CIA, but was clearly made by an Armenian. It depicts nearly all of the Ardabil Province to be non-Azeri (!!), as does those Kurdish and Azeri territories of Jevanshir and Zagazur which have been occupied and ethnically cleansed of the native population by the Armenian forces since 1991.
