English: A rendering of the so-called Arsenal Flag of Ohio—based on one description (no depictions survive)—which was designed and promulgated by Quartermaster General David L. Wood and Adjutant General Henry B. Carrington. It was never adopted by the State due in large part to a local speech by then-president James A. Garfield discouraging the use of city-level and state-level banners in place of (or beside) the national flag.
