Satya N. Gupta is an Indian telecommunications consultant, currently the Secretary General of ITU-APT Foundation of India. He was formerly a civil servant, and was the principal advisor to the Telecom Regulatory Authority of India (TRAI).

Early life and education

Satya N. Gupta was born in 1957. He graduated with honors in Electronics and Communication Engineering in 1979 from NIT, Kurukshetra University, India. In 1980, he completed his post-graduation in Electronics Design Technology at CEDT, Indian Institute of Science, Bangalore.[citation needed]

Career

In 1981, Satya N. Gupta joined the Wireless Planning and Coordination Wing of the Ministry of Communication. He served as Officer-in-charge of the Wireless Monitoring Station in Srinagar and Secretary, Regional Advisory Committee of SACFA for Jammu & Kashmir and Himachal Pradesh.

In 1983, Gupta joined the IRSSE cadre of Western Railway, where he held various roles until 1989, including Senior Project Manager for the Passenger Reservation Computerisation System in Mumbai. He later worked with IRCON International Limited, where he managed several international telecommunications projects. He led India's first "Build-Own-Operate" Optical Fiber Project, which eventually became Railtel Corporation of India.

From 1994 to 2006, Gupta served as Principal Advisor at the Telecom Regulatory Authority of India (TRAI). He was responsible for overseeing Fixed Network Divisions and Converged Network Divisions. His work involved policy and regulatory development on technologies such as VOIP, IPv6, broadband infrastructure, and internet governance.[1]

Gupta has contributed to various task forces, including the Indian government's IPv6 Task Force and the National Broadband Plan (NOFN) advisory body. He was also appointed as an ITU expert for UNDP assignments in Bangladesh and served as an expert in international bodies like the ITU and IEEE.[2][3]

Currently, Gupta leads SAAM CorpAdvisors, a consultancy firm. He also serves as Executive Chairman of BLUETOWN, India & BIMSTEC, S. Asia,[4] focusing on rural broadband initiatives. He is the Secretary General of ITU-APT Foundation of India and chairs the BIF committee on rural digital infrastructure.[5][6]

Satya N. Gupta is recognized globally as an expert in NGN technologies, telecommunications regulation, broadband policy, and interconnection. Known as the "NGNguru," he is a frequent speaker and mentor on these subjects. His work continues to influence telecommunications policy worldwide.[7][8]

Personal life

Gupta is passionate about training and empowering communities, particularly in rural areas. Through his DigiGaon Job Factory Foundation, he is working on social enterprise initiatives aimed at rural empowerment. His hobbies include delivering lectures and training programs on telecommunications technologies and digital transformation.[8]
