Clarification needed

@Oscoda092: I've added some inline templates (Template:Clarification needed, Template:By whom, and Template:Citation needed) to point to some of the spots where this article needs clarification, and less passive-voice "institutionalese" (to borrow a term from Tracy Kidder & Richard Todd's book Good Prose). In particular the phrase "the literature reviewed" is ambiguous (and mysterious): reviewed by whom, by someone at USAID or by one of the editors of this article? If the former, then it should state who did the literature review and provide a link to the report of the literature review; if the latter, then you shouldn't mention a "literature review" at all, you should just cite relevant sources that support your claims, and if you want to share a list of the other literature that you reviewed (apart from what you directly cited in the article), you can share that list here on the talk page. Merge proposal

I propose that Collaborating, learning and adapting (CLA) be merged into Adaptive management § Adaptive management in international development. The content of this article, edited down a bit, will easily fit in the target section, and it is not clear that the term "CLA" (which appears to be used mostly by USAID and its clients) is notable enough to merit a separate article.
