Who believes it to? Everybody?  :-) Passive voice is sometimes useful, but sometimes it covers up for lack of essential information. In this case, in order to be written from the NeutralPointOfView, the passive voice must be avoided (by you :-) ) or given an indirect object (by you :-) ). --LMS
